The ESG mod makes a lot of good changes to the game, such as making the Conquest victory to always be 40 ownership of galaxy (regardless of size) and it increases the economic victory threshold to 1 million (from 700k). The Vodyani start with a Guardian and may not get access to an Overseer for a long period of time and may not be able to get the Industrialist party to win the election. Yes, those are the reasons why the Vodyani are bad at getting a Wonder victory. Planetary specialization gives additional +2 boost to strategic resources at best, there's so many additional ways to boost it from basic buildings to Overseer's and UE heroes specific skills, and even law.
